Powers and duties of inspectors of work (II)

According Conventions No. 81 and No. 129, should be allowed the inspectors to "carry out any test or inquiry which they deem necessary to ensure that the laws are strictly observed," which carries with accordance with both international standards, the right to interrogate, alone or in the presence of witnesses, the employer or its staff; the right to require the production of books, records and other documents to be carried by law or regulation, and the right to take samples for analysis. These rights are widely recognized, although in some countries limit access to financial records.
It thus has the impression that, with rare exceptions, the faculty supervisor of inspectors has been accepted and has given rise to outright opposition. Without doubt, the right to seek the help of the police, recognized in most laws, is a deterrent to weight, provided that the relevant ministries have agreed on a procedure effective.
Obviously, these powers are subject to the same limitations as any other legal authority, then, if exercised indiscriminately, may lead, ultimately, some effects opposite to those desired. These powers are vested in the inspectors to play cautiously and, as experience has demonstrated its ability to fulfill this role depends largely on the quality of their training.
